S.65 - An Act Relative to Rates for Human and Social Service Programs

On November 28, 10:30 a.m., in Room B-1, S.65 was heard by by the Joint Committee on Children, Families and Persons with Disabiliities. This bill, written by The Collaborative (Association for Developmental Disabilities Providers, Mental Health and Substance Abuse Corporations of Massachusetts and the Providers' Council) calls for:

  • A rate setting system that restores a rational, market-based rate setting capability to the purchase-of-service system to maintain program quality.
  • A standard of rate adequacy that confers on human service providers the same appeal rights as are accorded other providers whose rates are set by the Division of Health Care Finance and Policy (DHCFP).
  • Adjusting multi-year contracts for inflation as currently determined by OSD.
