The Five Point Agenda for Human Service Reform was created to guide the public policy efforts of the Providers' Council and is integral to the strategic plan of the Council. The work and objectives of the Committees of the Council, including the Ad Ho Committees, are all driven by the Five Point Agenda. It is intended to improve the quality of services delivered by home and community-based providers, to create the changes needed in the oversight and regulatory environment and to develop our workforce. One in ten residents of the Commonwealth receive care from community-based human service providers.
